I played a game online and my new Orlando Johnson (name?) at SG wasn't allowed in the game. I checked the rosters and he was on there for the Pacers, but I had to go into the coaching tab and change the rotation and give him some minutes because he was set at 0. If you want to use the new second/third stringers you should probably change the rotations for the whole game in the main menu.

Yes you can, when league advances for games to be playable (12 hours it takes to advance)
